The development was announced last year by Winn Development President and Managing Partner, Larry Curtis, as follows:

The Lowell project will join four other workforce housing developments completed by WinnDevelopment in the past two years, including two in Boston, MA, one in Quincy, MA, and one in Rochester, NY.
